President of the Edgar Snow Memorial Foundation Sidne Ward and Samuel Colin Maclean, a family member of American journalist Edgar Snow visited Xinhua News Agency in Beijing on Thursday, and they shared observations and reflections from the trip to China.

"As Edgar Snow was a journalist 90 years ago, to see journalism today in China and to connect is very important to us," said Ward when meeting with Xinhua President Fu Hua.

The guests were on a visit to China, during which they retraced Edgar Snow's journey to northwest China's areas including Shaanxi and Ningxia and attended an international symposium at Peking University (PKU) in Beijing themed on "Legacy of Edgar Snow: International Symposium on Contemporary Value and Inspiration to the World."

This year marks the 90th anniversary of the victory of the Long March by the Red Army under the leadership of the Communist Party of China (CPC), and also the 90th anniversary of Snow's first visit to the CPC's Shaanxi-Gansu-Ningxia revolutionary base, which inspired his renowned work "Red Star Over China."

"I think he would be very surprised about the changes in the development of infrastructure of journalism in this country, but also the infrastructure generally of the country," said Maclean during his visit to Xinhua.

When meeting the guests, Fu said that Xinhua News Agency will continue to strengthen research on Snow under new circumstances, thoroughly explore and report on his historical contributions and contemporary influence, ensuring that the bridge of friendship built by Edgar Snow extends further and wider in the new era.

At the entrance to the Red Army's western expedition memorial hall in Tongxin County, in northwest China's Ningxia Hui Autonomous Region, a bronze sculpture of a young bugler stands with his face upturned to the sky. The figure evokes a pivotal moment in Chinese history, first captured 90 years ago by American journalist Edgar Snow.

The image later appeared on the cover of Snow's landmark book "Red Star Over China," which introduced the Chinese revolution of the 1930s to the world. This summer, nine decades after Snow photographed the young soldier, Snow's relative Samuel Maclean revisited the site with his own camera.

"At this moment, I truly felt the heavy and long history in this place, and that's very meaningful," Maclean said.

Tongxin is a revolutionary heartland where China's first county-level Hui autonomous government was established. It also became closely tied to the Red Army's activities in northwest China after the three main forces of the Red Army joined forces at the end of the Long March.

Early this week, Maclean joined representatives of the Edgar Snow Memorial Foundation and international scholars for a tour themed "Retracing Snow's Route," visiting places tied to both Snow's original reporting and Tongxin's revolutionary past.

According to Sun Hua, director of the China Center for Edgar Snow Studies at Peking University, Snow arrived in Yuwangpu -- now Yuwang Town in Tongxin -- in August 1936 and stayed for nearly a month, one of the longest stops during his journey through the Shaanxi-Gansu-Ningxia border region.

During that time, Snow interviewed Red Army leaders, soldiers and local residents. His writings portrayed disciplined Red Army soldiers and recorded their respect for the customs of the local Hui population. Tongxin, Sun added, was a key site where Snow documented the Red Army's western expedition and policies on ethnic unity.

For some members of the visiting delegation, the trip also offered a chance to compare external perceptions of China with the reality on the ground.

At the former site of the founding conference of the Yuhai County Hui autonomous government, which covered roughly the same area as present-day Tongxin, Egyptian scholar Mehad Mousa was struck by the county's historical significance.

"I learned that this represented the first county-level Hui autonomous regime established under the leadership of the Communist Party of China, and one of the earliest implementations of China's policy of regional ethnic autonomy," said Mousa, a scholar at Northwest University in Xi'an, Shaanxi Province.

She said the visit had challenged some narratives she had encountered outside China. "Just like the name 'Tongxin' itself, which means 'united as one' in Chinese, it embodies a spirit of peace," she said. "Everyone here lives together peacefully, regardless of what they believe in, where they come from, or which ethnic group they belong to."

If the Tongxin of Snow's era was defined by hardship, today's Tongxin tells a very different story.

In "Red Star Over China," poverty was one of Snow's recurring observations about the county. Located in the Xihaigu region, Tongxin was once among China's harshest and poorest areas. Snow wrote that "over 70 percent of the local farmers were in debt, and about 60 percent were living on food bought on credit."

Sidne Ward, president of the Edgar Snow Memorial Foundation, said Snow described the people of Tongxin and Ningxia as poor but generous, sharing what little food and shelter they had with him.

"Today, my impressions are naturally quite different," Ward said. "While the warmth and hospitality of the people remain every bit as remarkable as Snow described, nearly everything else reflects an extraordinary transformation."

Tongxin's transformation is part of a broader national story. After an eight-year relentless campaign, China lifted all of its 98.99 million impoverished rural residents out of poverty by the end of 2020, eradicating absolute poverty that had long plagued the nation.

In Tongde Village, a relocation community in Tongxin's Hexi Town, rows of goji berry plants now stretch across local plantations. The goji berry industry has helped more than 6,000 residents shake off poverty, with many moving into more stable jobs linked to cultivation and processing.

According to local official Ding Lin, most households in the community now earn about 20,000 yuan (about 2,939 U.S. dollars) a year, roughly four times their pre-relocation income.

"I saw a community that is building its own future," said Mohammad Saiyedul Islam, a Bangladeshi scholar at Sanming University in east China's Fujian Province. "It is a powerful example that offers valuable lessons for other developing countries."

The visit also invited reflection on the continuing relevance of the Long March spirit. The year 2026 marks the 90th anniversary of the victory of the Long March. In Tongxin, Snow wrote admiringly of the soldiers' endurance and their ability to bear hardship without complaint.

"I saw the core of the Long March spirit," said Rami Khalil, an Armenian-born professor at Sichuan International Studies University. "Ninety years on, the Long March is never a static, concluded chapter of history, but a perpetual, living spiritual journey that constitutes the unshakable soul of the Chinese nation."

For Ward, Snow's legacy also carries a message for China-U.S. relations. She said the Edgar Snow Memorial Foundation has spent more than half a century promoting mutual understanding and friendship between the peoples of the two countries.

"We believe no relationship is more important to the 21st century than that between China and the United States," Ward said. "Through collaboration and friendship, we become stronger together."

“埃德加·斯诺精神遗产的当代价值与世界意义”国际研讨会7月7日在北京开幕。斯诺亲属、美国埃德加·斯诺纪念基金会代表、海内外专家学者、新闻媒体代表聚首北京大学，围绕相关主题深入交流。

今年是中国工农红军长征胜利90周年，也是斯诺首次深入陕甘宁革命根据地采访90周年。1936年，斯诺冲破重重封锁到达陕北，采访党的领导人、红军指战员和各界民众，写出了轰动世界的《红星照耀中国》，把一个真实的中国共产党形象展现在世人面前。

Chu hopes the leaves will accompany them as they witness the vibrant transformation of today's northern Shaanxi, where Snow once conducted in-depth interviews. This evocative moment took place during a visit themed "Retracing Snow's Route" from July 3 to 5.

After months of interviews in Yan'an in the 1930s on the arid Loess Plateau, Snow turned his experiences into "Red Star Over China," a book that brought the remote yet resilient land to international audiences and, for the first time, fully and honestly presented the Communist Party of China (CPC) to the world.

The three-day event brought together more than 50 Chinese and foreign participants, including descendants of the renowned American journalist, to visit historical sites in Yan'an. The visit coincides with the 90th anniversary of the victory of the Long March of the CPC-led Red Army this year.

Steeped in revolutionary history, Yan'an is home to 445 revolutionary sites, 19 revolutionary memorial halls and 43,000 revolutionary cultural relics, a powerful draw for tourists seeking to connect with the past.

Against this historical backdrop, Ren Weidong, deputy editor-in-chief of Xinhua News Agency, said at the thematic session that the visit aims to feel the enduring spiritual legacy left by Snow and expects more "Snows of the new era" to step into China to enhance civilizational exchange and mutual learning.

Samuel Maclean, a relative of Edgar Snow, read a message from Snow's daughter Sian Snow, conveying her deep love and fond remembrance of her father.

Maclean said that honoring Edgar Snow is not only to remember what he did in 1936, but to practice the same courage today -- the courage to travel with an open mind, to listen carefully, to ask difficult questions with humility.

"The quality of 'going to the scene to see for oneself' is more scarce and precious today than ever before," Sun said.

Building on this, youth representatives from Peking University said that the spirit of Snow is defined by sincerity, sympathy, and an unremitting pursuit of truth that transcends cultural divides. They called for upholding confidence and openness while respecting diverse cultures.

Titled "Shopping in China: Sharing New Opportunities of Open Development," the report was released by the Xinhua Institute, a think tank affiliated with Xinhua News Agency.

While global economic growth remains sluggish and various risks and challenges like protectionism and unilateralism mount, China remains committed to pursuing innovation-driven and high-quality development, acting in openness and cooperation, the report said, citing upgraded policies in visa-free entry and tax refunds upon departure.

In 2025, the number of inbound and outbound crossings made by foreign travelers in China reached 82.035 million, a year-on-year increase of 26.4 percent. The number of international travelers claiming tax refunds rose by 305 percent year on year, with sales of tax-refunded goods up 95.9 percent, and refund amounts up 95.8 percent.

Xinhua Institute, the think tank arm of Xinhua News Agency, on Monday released a report titled "Chinese Youth: Strivers and Global Contributors in the New Era" at the 2026 World Youth Development Forum in the central Chinese city of Wuhan.

The 15,000-character report, structured around four chapters -- "Contemporary Portrait of Chinese Youth," "Safeguards for the Development of Chinese Youth," "The Glorious Mission of Chinese Youth" and "Chinese Youth and Their Global Contributions" -- examines the role young Chinese play in national and global development.

"Against the complex backdrop of the times, Chinese youth find their footing and fulfill the mission of the era -- navigating the confluence of devotion to family and nation with personal ideals, as well as the interplay between national rejuvenation and the future of humanity," the report said. "In doing so, they demonstrate the distinctive traits of confidence and inclusiveness, rationality and pragmatism, and diversity and openness."

The report noted that Chinese modernization has opened vast space for young people to establish themselves and pursue their careers, but practical challenges such as unbalanced and inadequate development and demographic shifts have also brought considerable pressure on contemporary youth in their studies, employment and daily lives.

It added that a stable social environment and continuous policy support provide valuable backing for young people to plan for the future with peace of mind and devote themselves to long-term endeavors.

According to the report, young Chinese today have not only benefited from the opportunities brought by the country's economic and social development, but are also contributing to national progress through concrete actions. It said they have demonstrated higher comprehensive competence, stronger innovation capacity and a greater sense of social responsibility, and have become an important force in advancing Chinese modernization.

On the global stage, the report said Chinese youth embrace a worldwide vision and are actively participating in international scientific and technological cooperation, people-to-people exchanges and global governance. It noted that they are injecting vigorous youth dynamism into the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative.

As a new round of the global scientific and technological revolution and industrial transformation gathers pace, competition is becoming increasingly intense in fields such as artificial intelligence, aerospace technology, biomedicine, and new energy.

The report noted that to achieve high-level self-reliance and self-strengthening in science and technology, and to move from a major manufacturing country to a strong country in intelligent manufacturing, China needs to draw on the younger generation's innovative potential and creativity.

Titled "Achievements, Opportunities, and Prospects of China-Arab Cooperation in the New Era" and released by Xinhua Institute, a think tank affiliated with Xinhua News Agency, the report noted that in response to the global energy transition, China and the Arab states are moving with the trend, positioning new energy cooperation as a new growth driver and gradually forming a pattern characterized by the coordinated development of traditional and renewable energy, as well as mutual empowerment through both technology and projects.

While maintaining a high level of cooperation in traditional oil and gas trade, the two sides have significantly accelerated collaboration in areas such as hydrogen energy and solar power, said the report.

China also supports its energy enterprises and financial institutions in participating in renewable energy projects in Arab countries with a total installed capacity exceeding 3 million kilowatts, it added.

The two sides also see strong momentum in cooperation in such areas as industrial capacity building, scientific and technological innovation, education and tourism, said the report. ■

China has actively transferred advanced and applicable technologies to Arab states, said the report, taking the China-aided livestock technology demonstration center in Mauritania as an example. The center has successfully cultivated nearly 1,000 mu (about 67 hectares) of forage crops on the edge of the Sahara Desert, turning barren land into an oasis.

前言

驰命走驿，云帆高张。千百年前，中国和阿拉伯国家在陆上丝绸之路和海上香料之路上互通有无，两大古文明书写了“相知无远近、万里尚为邻”的传奇佳话。

岁月递嬗，往来不辍。千百年来，中国和阿拉伯国家在商旅通衢中积累互信，在民族解放斗争中患难与共，在经济全球化浪潮中合作共赢，在国际风云变幻中坚守道义，凝聚成“守望相助、平等互利、包容互鉴”的中阿友好精神，树立了发展中国家团结合作的典范。

2022年12月，中国国家主席习近平同阿拉伯国家领导人共同出席首届中国—阿拉伯国家峰会，中阿双方一致同意全力构建面向新时代的中阿命运共同体，中阿关系迈进全面深化发展的新时代。2024年5月，习近平主席在中阿合作论坛第十届部长级会议上表示，愿同阿方构建“五大合作格局”，推动中阿命运共同体建设跑出加速度。

循道而行，功成事遂。在习近平主席和阿方领导人的共同引领下，双方战略互信不断深化，合作纽带更加紧密，汇聚成优势互补、互惠共赢的合作新图景。中阿扎实推进务实合作“八大共同行动”与“五大合作格局”，全力推动中阿命运共同体建设：中国连续多年稳居阿拉伯国家第一大贸易伙伴国地位；中阿签署共建“一带一路”合作文件实现全覆盖；双方在科技、金融、能源等领域的对接持续深化，在教育合作、青年交往、旅游往来等人文交流中增进民心相通。中阿合作领域更加宽广，合作层次更加深入，合作形式更加多样，合作成果更加丰硕，不断谱写共同发展的新篇章。

当前，百年变局加速演进，阿拉伯国家共同发展的势头正在上升，但中东依旧是全球热点问题最集中的地区。2026年2月28日，美国和以色列对伊朗发动联合军事打击，战争影响不断外溢，阿拉伯国家安全风险激增。

中东地区国家饱受战乱之祸、流离之苦，阿拉伯人民要求和平与发展的愿望更加迫切，追求公平正义的呼声更加强烈。在这样的现实坐标中，构建中阿命运共同体，彰显了中阿双方开辟关系新纪元、开创美好世界新未来的共同愿望，不仅能为中东和平增添稳定性、为动荡世界注入更多确定性，也将更好造福双方人民、促进人类进步事业。

2026年是中国同阿拉伯国家开启外交关系70周年。我们相信，面向未来，中阿双方将继续以元首外交为引领，推动战略互信再上新台阶；以高质量共建“一带一路”深化互利共赢，推动中阿现代化建设踏上新征程；以共同、综合、合作、可持续安全观促进地区和平稳定，推动中东热点问题解决取得新进展；以共同弘扬全人类共同价值深化交流互鉴，推动中阿文明交流互鉴步入新阶段；以共商共建共享的全球治理观维护真正多边主义，推动国际秩序驶向更加公正合理的新方向。

第一章 中国—阿拉伯国家合作成果斐然

中方愿同阿方平等互利，把中阿关系建设成高质量共建“一带一路”的样板。丝路精神薪火相传，引领中阿合作与时俱进，广泛惠及双方人民。面对相互依存的世界，我们愿同阿方持续对接发展战略，不断筑牢油气、贸易、基础设施等合作压舱石，加快培育人工智能、投融资、新能源等新增长点，共走创新、绿色、繁荣之路。

2022年首届中国—阿拉伯国家峰会成功举办以来，中阿双方以构建面向新时代的中阿命运共同体为指引，全面落实峰会成果与“八大共同行动”，推动各领域合作走深走实，呈现出“战略引领有力、务实成果丰硕、领域全面拓展、人文根基深厚”的鲜明特点。在全球经济复苏乏力、保护主义抬头、地缘政治格局深刻调整的背景下，中国已同全部22个阿拉伯国家和阿拉伯国家联盟（简称“阿盟”）签署共建“一带一路”合作文件，并与多个阿拉伯国家发展战略对接，中阿关系保持高位运行，战略互信持续深化，成为发展中国家之间和平合作、开放包容、互学互鉴、互利共赢的典范。

一、创新驱动格局富有活力

当前，全球科技革命与产业变革浪潮加速奔涌，创新已成为引领世界发展的核心引擎和驱动国家持续发展的关键密码。阿拉伯国家全力推进经济多元化转型，对人工智能、数字经济、绿色低碳等领域的合作需求愈发迫切。中国立足自身科技创新积淀的优势，与阿拉伯国家携手推动技术研发、成果转化、产业落地，在数字基建、清洁能源、先进制造、航天科技等领域打造一批标志性合作成果，逐步构建起更具活力、更富韧性、更可持续的创新驱动合作格局，为中阿命运共同体建设注入源源不断的科创力量。

中阿创新合作多点突破、落地见效，一批标志性项目落地生根，让创新成果真正惠及中阿人民。在沙特，中国企业承建的阿尔舒巴赫光伏电站顺利投产，将清洁电能送往当地千家万户；在埃及，由中国南网国际公司牵头实施的南开罗配网降损试点项目带来了可观的节能降耗效益，单日平均减少电量损失约1.5万千瓦时；在阿联酋，中国制造的新能源汽车随处可见，中企参与运营的自动驾驶出租车投入运营，中国生产的无人机投入外卖配送服务，让技术创新与民生服务深度融合。

中国与阿拉伯国家携手抓住科技创新机遇，推动双方产业融合发展、协同提升，在技术转移、数字经济、科创园区、航天技术等领域打造了一批高质量合作标杆。

——技术转移成效显著。中国积极向阿方转移先进适用技术，助力阿拉伯国家提升科技自主创新能力，推动技术成果本土化应用，解决阿拉伯国家发展中的实际问题。中国援建的毛里塔尼亚畜牧业技术示范中心成功在撒哈拉沙漠边缘种出近千亩饲草，在不毛之地上打造出一片绿洲。中阿技术转移中心自2015年落户中国宁夏回族自治区后，累计发布超过1300项先进适用技术成果，签订100余项科技合作协议，推动智能节水灌溉、智慧农业、农产品加工等多项中国技术在埃及、沙特、阿联酋等国家落地转化。阿曼《观点报》发表文章认为，中阿技术转移中心、清洁能源合作中心以及干旱、荒漠化和土地退化国际研究中心等平台相继成立，形成了连接中阿数千家科研机构和创新企业的技术转移与合作网络。

——数字合作方兴未艾。中阿共同把握数字化发展机遇，全面推动数字基础设施建设等多领域合作。华为助力阿联酋建成首个5G智慧仓储中心，有力推动阿联酋物流业数字化转型。沙特数据和人工智能管理局积极推进与华为、阿里云等中国企业的合作，涉及高性能计算、大数据平台等，助力沙特提升数字基础设施水平。该局发言人马吉德·谢赫里说，中国在人工智能领域技术实力雄厚，是沙特推进人工智能和数字经济发展的重要合作伙伴。

——科创园区落地生根。中国与沙特、阿联酋、埃及、阿曼、摩洛哥等阿拉伯国家成功共建多个高标准科技工业园区，这些园区精准对接中阿创新合作需求，聚焦数字经济、新能源、生物医药、高端制造等战略性新兴产业，为阿拉伯国家培育本土创新能力、推动产业升级提供了重要平台。摩洛哥穆罕默德六世丹吉尔科技城是中摩两国重大产能合作项目，项目位于摩洛哥北部港口城市丹吉尔市。截至2026年3月，丹吉尔科技城累计签约入园企业42家，其中34个为中国大陆地区企业，预计总投资额约35亿美元。其中，中国锂电材料企业贝特瑞在此投资建设年产5万吨正极材料、6万吨负极材料的项目，预计将创造超过1100个高技能就业岗位。

——航天合作生机勃发。2026年1月31日，国家主席习近平同阿尔及利亚总统特本互致贺电，祝贺阿尔及利亚遥感三号卫星在中国酒泉发射成功。习近平指出，阿尔及利亚遥感三号卫星项目是继阿尔及利亚一号通信卫星之后，中阿双方在航天领域的又一成功合作，是中阿全面战略伙伴关系的重要体现。特本表示，阿尔及利亚遥感三号卫星成功发射是阿中两国航天合作取得的又一实质性成果，是双边关系发展进程中的又一座丰碑，有助于双方拓展合作前景。阿方愿同中方一道继续深化两国全面战略伙伴关系。

基于中国北斗卫星导航系统首个海外中心——中阿北斗中心，中阿双方建立了较为成熟的合作机制，北斗系统在阿拉伯国家交通运输、智慧农业等领域实现规模化应用。中阿还围绕卫星发射、航天测控、卫星应用、数据共享展开合作。埃及是首个在共建“一带一路”框架下与中国开展卫星联合研制的国家，中国航天科技集团五院承担建设了埃及卫星总装集成测试中心，使埃及成为非洲首个具备卫星总装能力的国家。2023年12月，中国成功将援埃及二号卫星发射升空，该卫星在轨投入应用后，为埃及国土资源普查、环境灾害监测与评估等工作提供了有力技术支持，助力埃及提升自然资源管理和灾害应对能力。中国还成功将阿尔及利亚一号通信卫星、“沙特—5A/5B”卫星、苏丹科学实验卫星一号等发射升空。

二、投资金融格局初具规模

近年来，通过尝试石油贸易多边货币结算、参与多边金融合作机制等一系列战略性举措，中国和阿拉伯国家正成为全球货币体系改革的关键参与者。中阿双方通过持续推动本币合作、战略性投资合作等务实举措，为双边实体经济、贸易及投融资提供了切实保障和便利，让中阿从“独自美丽”“各自精彩”走向共同繁荣。

本币合作是中阿增强金融自主安全、夯实长期合作的战略支撑，中国人民银行已与阿联酋、沙特、卡塔尔、埃及等阿拉伯国家央行签署并有效执行双边本币互换协议。2023年11月，中国人民银行与沙特中央银行签署双边本币互换协议，互换规模达500亿元人民币/260亿沙特里亚尔，协议有效期三年且可展期，进一步加强了中沙金融领域合作，扩大本币使用范围，促进贸易投资便利化。

中阿投融资合作已形成“双向奔赴、互利共赢”的良好态势，投资规模稳步扩大、领域持续拓宽。近年来，石油化工、信息科技、社交媒体、新能源等领域的数十家中国A股上市公司股东名单上出现了沙特、阿联酋、科威特等国主权财富基金的身影。

同时，中资企业也积极赴阿拉伯国家投资布局。中国石油、中国石化等多家知名中资企业在科威特开展直接投资或工程承包，覆盖能源、金融、基础设施等领域；在埃及、阿联酋、沙特等国，中资企业投资建设多个产业园区，助力阿方经济多元化转型。中埃·泰达苏伊士经贸合作区（泰达合作区）始建于2008年，近年来不断吸引企业入驻和项目落地，逐渐成为对接共建“一带一路”倡议与埃及“苏伊士运河走廊经济带”建设的示范项目。埃及前总理埃萨姆·谢拉夫高度评价泰达合作区，认为此类经贸合作区是“工业、贸易和全球互联互通的关键”。目前合作区扩建工作正在稳步推进，预计总面积将突破10平方公里，进一步促进埃及工业发展。

三、能源合作格局丰富立体

阿拉伯国家拥有丰富的油气资源，中国则是全球最大的能源消费国之一，双方能源领域合作互补性极强。中阿传统能源合作历史悠久、基础扎实，始终是双方合作的“压舱石”，形成了“稳定供应、深度协作、互利共赢”的成熟格局。多年来，中阿双方持续深化油气贸易合作，贸易规模稳步扩大、合作模式不断优化。阿拉伯国家已成为中国重要的海外原油供应地，中国从阿拉伯国家进口的原油占进口总量的比重常年保持高位。双方通过长期供货协议、现货贸易等多种方式，保障能源供应的稳定性和安全性。

沙特西部红海之滨，小城延布生机盎然，员工们在中沙延布炼厂紧张忙碌着。这一中沙元首共同见证的两国能源合作示范项目，助力沙特经济转型升级，惠及当地发展民生，书写两国合作共赢的温暖故事。延布炼厂是中国石化与沙特阿美合资建设的全球领先的炼厂，也是共建“一带一路”倡议与沙特“愿景2030”的重要实践。项目占地约520万平方米，位于沙特延布工业城，是该地区重要标杆企业，被沙方称赞为“炼厂典范”。延布炼厂日加工43万桶沙特重质原油，生产成品油及高附加值产品，供应全球市场。2025年4月，中国石化与沙特阿美签署《延布炼厂扩建项目合作框架协议》。投产后，项目将有效提升高端石化产品的生产能力，推动沙特工业多元化发展，满足全球市场需求。

2013年，中国石化集团国际石油勘探开发有限公司通过入股埃及阿帕奇项目投资权益，正式进入埃及上中游油气市场，成为埃及境内最大的外国原油生产商之一。截至2025年底，埃及项目累计为中石化生产权益油气5776万吨油当量。项目交割以来，中国石化积极履行好社会责任，在埃及开展贫困女童教育、孤儿关怀和成长培训等公益项目。

中阿能源贸易不仅稳定了阿拉伯国家财政收入与就业岗位，更通过资金反哺当地民生工程，切实提升当地民众生活水平与发展福祉。以伊拉克为例，伊拉克石油储量位居世界第五，中伊两国能源合作不断提质升级，中国成为伊拉克最大原油出口对象国，中国在伊油企原油产量约占伊全国总产量的一半。伊拉克石油部规定，在伊国际石油企业每年需投入社会贡献资金改善当地民生。2024年，中国在伊能源央企社会贡献资金预算合计约6000万美元，有效改善当地医疗、教育、基建等民生状况。其中，振华石油在伊拉克首都巴格达援建“希望学校”，截至2025年末已有54名当地学生通过“振华奖学金”赴中国西南石油大学攻读硕士和博士学位，首批毕业生今年已返伊参与油田工作。

中国还依托新能源产业技术、生产和管理优势，积极支持阿拉伯国家发挥可再生能源开发潜力，双方在光伏、风电、氢能等领域落地一批标志性项目。中阿能源合作正从风电、光伏领域向储能、氢能、智慧能源以及特高压输电通道等领域延伸。

四、经贸互惠格局多元平衡

近年来，中阿双方秉持平等互利、包容互鉴、互利共赢的原则，不断深化贸易领域全方位合作，取得了一系列显著成果，不仅为双方经济社会发展注入持久动力，更成为推动经济全球化进程、促进世界经济增长的重要力量。

——贸易规模稳步扩大。中阿双方互为重要贸易伙伴，合作基础扎实、发展势头良好，中国已成为沙特、科威特等多个阿拉伯国家的第一大贸易伙伴，双方贸易规模持续稳步增长，成为全球贸易低迷背景下的一抹亮色。其中，中国科威特双边贸易额从1971年建交时的0.22亿美元增长到2025年的185.8亿美元，规模扩大了800多倍。

——贸易结构持续优化。中阿贸易合作始终立足双方资源禀赋与产业优势，逐步推动贸易结构多元化发展，形成“互需互利、双向赋能”的合作模式，助力中阿实现“双赢”“多赢”。中国向阿拉伯国家出口的机电产品、新能源汽车、纺织服装、高新技术产品等满足了阿方经济发展和民生改善的多元需求，阿拉伯国家出口的特色农副产品、手工艺品、化工产品等丰富了中国市场供给。埃及橙子、沙特白虾、突尼斯橄榄油、苏丹芝麻等特色产品在中国市场广受欢迎。

——互利成果丰硕。当前，中阿贸易合作已突破单一商品贸易模式，逐步与产业合作深度融合，形成“中国优势制造+阿拉伯能源资源+双方市场需求”的稳定互补格局。在科威特，中国商品与技术服务深度融入科威特市场，形成“科方能源出口—中方工业制造与技术输出”的互惠链条。科威特进口的机电设备、家电、建材、轻工产品中，“中国制造”占据重要份额，在科威特本地大型零售体系中，大量电器与电子产品来自中国供应链。沙特投资大臣哈立德·法利赫表示，沙中两国正在超越传统能源领域的合作范畴，在可再生能源、科技、物流和先进制造等方面开辟新的合作领域，开启沙中经济关系新篇章。

五、人文交流格局更具深度广度

“国之交在于民相亲，民相亲在于心相通。”中国与阿拉伯国家都拥有深厚的历史渊源和独特的文化背景，承载着千年文明的智慧与底蕴。在构建中阿命运共同体过程中，双方始终将加强民间交往和人文交流作为重中之重，推动文明互鉴、民心相通，逐步形成了具有深度和广度的人文交流格局，为中阿全面合作注入了强大的精神动力。

——古老文明双向奔赴，民心相通根基持续夯实。近年来，中阿双方立足各自文明根基和文化特点，通过文化展览、联合考古、旅游互访等多种形式，促进两国人民相知相亲。埃及作为最早同新中国建交的阿拉伯国家之一，是中阿人文交流的重要典范。中埃两国在考古发掘、文化遗产保护等领域深度合作，让两大古老文明在当代碰撞出新的火花。中国与沙特之间的人文交流也在不断加强。2025年初，首个“中沙文化年”在沙特举办。两国围绕文化年陆续推出一系列展演互访活动：在沙特举办以中国少数民族非遗技艺和茶文化为主题的推介活动，中沙两国国家博物馆分别举办相关主题展；中国中央歌剧院排演的歌剧《卡门》、国家大剧院专场合唱音乐会在沙特轮番上演；沙特旅游局在上海举办沉浸式体验活动，吸引众多游客合影互动。除埃及和沙特之外，其他阿拉伯国家与中国的文明交流也持续升温。近两年来，中阿典籍互译出版工程、“丝路书香出版工程”等项目持续推进，中国书香洋溢摩洛哥、阿联酋等国书展，不断拉近双方人民的心灵距离。

中国文化正以更加多元的姿态走进阿拉伯国家。2025年，中卡书法交流展、首届卡塔尔中国电影节等活动相继在卡塔尔最大的文化园区卡塔拉文化村举办。科威特、阿曼等国分别举办“国际中文日”活动等，不断激起海湾国家民众对中国文化的兴趣。中国动画电影《哪吒之魔童闹海》2025年暑期在海湾国家陆续上映，阿拉伯语版配音导演、沙特知名动画导演马利克·奈杰尔认为，中国动画以成熟制作向全球呈现中国文化元素，跨越国界引发共鸣。

——中文教育蓬勃发展，语言桥梁作用凸显。语言是沟通的桥梁，更是民心相通的基础。近年来，阿拉伯国家掀起“汉语热”，中文教育在阿拉伯国家持续普及，成为中阿人文交流最具活力的领域之一，为双方深度合作搭建了坚实的语言之桥。

在阿拉伯国家中，埃及是中文教育起步最早、发展最成熟的国家之一。早在1958年，埃及艾因沙姆斯大学就开始成班制培养中文人才。目前，埃及有34所高校开设中文专业或中文课程，遍布各主要城市，有40余所中学开设中文选修课，中文全面进入埃及国民教育体系，实现了从中小学到博士阶段贯通的中文人才培养体系。

沙特中文教育发展势头迅猛，成为中阿语言交流合作的新亮点。目前，沙特全国有两所大学设有孔子学院，四所大学开设中文专业。自2022年沙特首次举办“汉语桥”大学生组比赛以来，“汉语桥”比赛已成为沙特中文专业大学生展示自我、交流学习的重要平台，进一步激发了当地学生学习中文的热情。2024年以来，沙特在全国百余所公立中学（初中阶段）全面开设中文课程，引发沙特媒体广泛关注，“中文热”持续升温。

突尼斯、阿联酋、摩洛哥、科威特等国家中文教育也稳步推进，形成多点开花的良好态势。突尼斯迦太基大学孔子学院长期深耕中文教育，2026年春节期间举办的新春联欢会，通过灯笼、春联、传统民族服饰等元素传递中国年味，促进中突文化交流。突尼斯迦太基大学校长阿吉尔表示，过去50余年里，汉语课程的开设不仅传播了汉语及中国文明，更实现了突尼斯社会与中国悠久语言和文化的广泛交流与深度互动。

——跨境旅游持续升温，人员往来增进相互了解。人文交流的主体是人民大众，中阿人民之间的相知相交至关重要。中方已实现对海湾阿拉伯国家合作委员会（简称海合会）国家免签“全覆盖”，摩洛哥、阿联酋、卡塔尔、突尼斯等国近年来也对中国公民实施免签入境政策，极大便利了双向旅游与人员往来，为双边人文交流与民心相通注入强劲动力。

中阿旅游合作按下“加速键”，双向游客数量稳步增长，人员往来更加便捷高效。埃及是历史悠久的文明古国，在阿拉伯世界具有重要地位和广泛影响，对中国民众也有着强烈吸引力。2025年，中国访埃游客达36万人次，埃及民众赴华旅游热情持续高涨，“走近彼此、成就彼此”成为两国人民尤其是青年一代的生动写照，旅游互访成为推动民心相通的重要载体。

第二章 深化中阿合作的机遇与挑战

中国愿同阿拉伯国家一道努力，深化政治互信，促进互利合作，增进人文交流，在各自现代化道路上携手前行，构建更高水平中阿命运共同体。

进入新时代，中阿关系实现跨越式发展，成为发展中国家团结合作的典范。当前，世界百年变局加速演进，全球经济增长乏力，单边主义和贸易保护主义抬头，地区地缘政治风险上升，中阿双方比以往任何时候都更需要加强团结协作，携手应对共同挑战。中阿合作不仅将为双方发展注入新动能，也将为推动构建开放型世界经济、完善全球治理体系作出积极贡献。

一、务实开展经贸合作前景广阔

中阿经济结构高度互补，发展战略深度契合。随着共建“一带一路”倡议与沙特“2030愿景”、埃及“2030愿景”、阿联酋“2031愿景”、伊拉克重建与发展计划等阿拉伯国家发展战略全面对接，双方在能源转型、产业投资、科技创新、金融等领域的合作空间持续拓展。

——能源合作伙伴关系从传统向绿色转型。面对全球能源转型趋势，中阿双方顺势而为，将新能源合作作为新增长极，逐步形成“传统能源与新能源协同发展、技术与项目双向赋能”的合作特点。在传统油气贸易保持高水平的同时，中阿在氢能、光伏等领域合作步伐明显加快。在中阿合作论坛第十届部长级会议上，中方明确提出构建更加立体的能源合作格局，进一步加强油气领域战略合作，联合开展新能源技术研发和装备生产。中方支持中国能源企业和金融机构在阿拉伯国家参与总装机容量超过300万千瓦的可再生能源项目。

——产能合作助力阿拉伯国家工业化进程。近年来中阿产能合作的广度和深度持续拓展，中国与埃及、阿尔及利亚等国在制造业及电力、通信等基础设施领域的合作稳步推进。阿拉伯国家的基础设施建设需求与中国基建产能形成高度互补，中国企业在基础设施、能源、数字经济等领域积累的技术和管理经验为阿拉伯国家经济转型提供了有力支撑。中阿（联酋）产能合作示范园已在阿布扎比落地，部分中国企业已在此完成产能布局。

——科技创新与数字经济合作潜力巨大。当前，新一轮科技革命和产业变革加速演进，中阿携手抢抓发展机遇。在中阿合作论坛第十届部长级会议上，中方提出构建更富活力的创新驱动格局，中阿将在生命健康、人工智能、绿色低碳、现代农业、空间信息等领域共建10家联合实验室，共建空间碎片联合观测中心和北斗应用合作发展中心，成果可期。此外，中阿在5G通信、航天卫星、核能等高新领域的合作持续深化，华为等中国企业已成为阿拉伯国家5G通信领域的关键合作伙伴。

二、人文交流文明互鉴潜力无限

中华文明与阿拉伯文明交相辉映，创造了不同文明美美与共、包容互鉴的佳话。当前，百年变局正在加速演进，面对更加多元的世界，对话多一分，对抗就少一分；包容多一点，隔阂就少一点。面对变乱交织的世界，新时代中阿加强文明互鉴、和谐共生的需求尤为迫切，意义尤其重大。

——教育合作有望继续推进。阿拉伯国家对深化对华人文交流抱有强烈期待，埃及、沙特等国积极推动中文教育和职业教育合作。2013年以来，中国已为阿拉伯国家培训各类人才2.5万名，提供政府奖学金名额约1.1万个，涵盖经济管理、医疗卫生、工程技术等多个领域。沙特、埃及等国与中国的高校合作持续深化，留学生双向流动规模不断扩大，友好交往的民意基础日益牢固。

——文明互学互鉴持续深化。中阿双方已成功举办11届文明对话研讨会，围绕不同文明和谐共处、去极端化等议题深入交流，共同倡导文明对话，反对文明歧视，守护世界文明多样性。在中阿合作论坛框架下，双方建立了中阿改革发展论坛、中阿友好大会、中阿妇女论坛、中阿青年大使交流等常态化人文交流机制。中阿智库联盟、大学联盟、文化和旅游合作研究中心等平台建设加快推进，为双方学者、青年、媒体人士提供了制度化交流渠道。阿拉伯国家普遍重视从中国发展经验中汲取智慧，治国理政经验交流成为中阿文明互鉴的重要内容。中方每年邀请阿拉伯国家200名政党领导人访华，增进相互理解和政治互信。

——旅游合作成为新增长点。埃及已制定2030年接待3000万游客的宏伟目标，其旅游部门多次表示期待中国游客成为埃及入境旅游增长的主要动力。摩洛哥凭借同时拥有大西洋和地中海海岸线的独特地理位置以及丰富的文化旅游资源，将中国视为重要客源市场。阿联酋、沙特等海湾国家的旅游城市持续加大对中国市场的推介力度，推出中文服务、便利支付等措施吸引中国游客。中阿双方正加快推动签证便利化，增加直航航线，未来5年力争实现游客互访1000万人次。

阿拉伯国家地处亚非欧交汇地带，历史悠久，文化多元，与中华文明有着天然的亲近感。随着中阿人员往来规模持续扩大，教育合作层次不断提升，文明对话机制日益完善，中阿人文交流正朝着更加多元、深入、持久的方向发展，为构建面向新时代的中阿命运共同体注入源源不断的精神动力。

三、携手解决热点问题空间巨大

中东地区长期饱受地缘政治纷争困扰，和平与稳定是地区国家的迫切期盼。中国始终是和平的维护者、稳定的促进者，积极发挥负责任大国作用，践行共同、综合、合作、可持续的新安全观，与阿拉伯国家加强沟通协调，共同推动热点问题的政治解决，为地区长治久安发挥积极作用。

在巴勒斯坦问题上，中国始终坚定支持阿拉伯正义事业，习近平主席连续多年向联合国“声援巴勒斯坦人民国际日”纪念大会致贺电，明确提出解决巴勒斯坦问题的四点主张，核心是坚定推进以“两国方案”为基础的政治解决。埃及、沙特、约旦等阿拉伯国家高度认同中方立场，期待中国在推动巴勒斯坦问题公正解决中发挥更大作用。在叙利亚、也门、利比亚等问题上，中国坚持政治解决的正确方向，推动国际社会尊重地区国家主权和领土完整，反对外部势力干涉内政，赢得阿拉伯国家的广泛信任。

中阿多边框架内的战略协作持续深化，共同维护发展中国家利益。近年来，埃及、沙特、阿联酋等国相继加入金砖国家合作机制，并成为上海合作组织对话伙伴，中阿战略协作从双边层面向区域和多边层面跃升。在联合国框架内，中阿在巴勒斯坦问题、叙利亚问题、也门局势等热点议题上保持密切协调，共同捍卫《联合国宪章》宗旨和原则，反对单边主义和强权政治。在涉及彼此核心利益问题上，阿拉伯国家连续多年在多边场合以共同发言或单独发言等方式，在涉及中国主权权益等问题上给予中方坚定支持。阿盟外长理事会自2002年起连续通过对华友好决议，多次明确赞赏中国为支持阿拉伯事业、寻求和平解决地区危机所作的外交努力。这种建立在相互尊重基础上的战略互信，使中阿成为维护发展中国家共同利益、推动国际秩序朝着更加公正合理方向发展的中坚力量。

第三章推动中阿命运共同体建设跑出加速度

首届中阿峰会期间，我提出推进中阿务实合作“八大共同行动”。一年多来，经过双方共同努力，中阿签署共建“一带一路”合作文件实现全覆盖，科技研发、技术转移取得新进展，经贸、能源合作迈上新台阶，标志性的旗舰项目和“小而美”的惠民工程并行推进，粮食安全、绿色创新、卫生健康等领域合作走深走实，人文交流合作平台高质量运转，“八大共同行动”取得重要早期收获。下阶段，中方愿以此为基础，同阿方构建“五大合作格局”，推动中阿命运共同体建设跑出加速度。

——《习近平在中阿合作论坛第十届部长级会议开幕式上的主旨讲话》

2026年正值中国和阿拉伯国家开启外交关系70周年，也是中国“十五五”规划开局之年，继往开来，正当其时。展望未来，中阿双方以元首外交引领前进方向，以守望相助夯实战略互信，以平等互利拓展务实合作，以包容互鉴深化文明对话，以紧密协作共谋全球发展，共同迎接中阿命运共同体建设光明前景。

一、守望相助，共筑战略互信新高度

面对动荡不安的世界，相互尊重是和睦相处之道，公平正义是持久安全之基。中国政府多次表明，中方愿同阿方一道，尊重联合国宪章宗旨和原则，尊重各国人民自主选择，尊重历史形成的客观现实，探索有利于维护公平正义、实现长治久安的热点问题解决之道。

中阿关系始终建立在彼此信任和相互支持的坚实基础之上。长期以来，双方在涉及彼此核心利益和重大关切问题上相互理解、相互声援，形成了战略互信。面向未来，中阿双方有必要围绕地区热点问题和全球治理议题加强协调配合，充分利用中阿峰会、中阿合作论坛、各领域战略磋商等机制，在更高水平上实现互信互助，为动荡不安的世界注入更多稳定性和正能量。

同时，在联合国安理会等多边平台，中国作为常任理事国，始终为阿拉伯国家的正义事业仗义执言。长期以来，阿拉伯国家期待中国在国际事务中发挥更大作用，正是因为看到中方在解决问题中展现的诚意、秉持的不偏不倚立场以及不强加于人的处事方式，这正是中国式调解所蕴含的独特智慧。在金砖扩员背景下，双方应加强在全球南方议题上的政策协调，推动构建更加公正合理的国际秩序。

二、平等互利，打造务实合作新格局

面对相互依存的世界，中方坚持同阿方持续对接发展战略，不断筑牢油气、贸易、基础设施等合作压舱石，加快培育人工智能、投融资、新能源等新增长点，共走创新、绿色、繁荣之路。

——建立更加稳定的合作协调机制。在项目合作上推动制度对接机制化，加强法律法规沟通与项目合规评估，构建透明、可持续的投融资框架；深化技术合作本地化，推动合作模式由“工程承包”向“资本+技术+人才+治理”升级，共建联合研发中心与培训学院；强化风险管理前置化，将地缘政治、安全标准、数据合规等因素纳入前期设计，提升项目韧性。

——推动双边贸易提质升级，优化贸易结构。面对贸易结构性失衡等普遍性挑战，中方将继续鼓励企业扩大进口阿拉伯国家的非石油产品、高附加值农产品和工业制成品，推动双边贸易更加平衡、可持续发展，让合作成果更多惠及当地民众。例如包括埃及、摩洛哥在内的多国对华出口规模相对有限，附加值偏低，对此，中方已明确表示将扩大优质农产品和工业品进口，鼓励“联合制造+第三方市场出口”模式，支持在苏伊士经贸合作区等平台打造区域生产中心，推动双方合作从“贸易顺差型”向“产业共生型”升级。

——拓展能源合作战略纵深，推动产供链融合。中国同科威特、阿联酋、卡塔尔等国形成了以能源为基础并向制造业、金融和数字经济延伸的多元合作结构。

在北非地区，摩洛哥正成为中国绿色技术和新能源汽车产业链布局的重要支点。2025年中摩贸易额达100亿美元，同比增长21.2%。丹吉尔科技城、新能源材料产业园等项目的推进，体现出双方合作正从单一贸易往来向产能合作、产业链嵌入转型的趋势。

——打造工业、投资和金融合作新平台。如摩洛哥正致力于将自身定位为“可靠、有竞争力的工业与投资平台”。中摩双方积极推动两国工商界扩大贸易投资合作，加强产业链供应链协同发展，共同维护多边贸易体制，为中摩战略伙伴关系注入新内涵，为中非、中阿关系发展增添新动力。

在金融领域，中阿双方可在风险可控的前提下，稳步推进本币结算与投融资平台建设。中阿金融合作可采取渐进方式，聚焦低敏感度领域，加强主权基金间的战略对话与长期投资合作。

三、包容互鉴，书写文明对话新篇章

文明交流互鉴是中阿关系行稳致远的重要根基。中阿文明交流互鉴源远流长，“包容互鉴”不是单向展示，而是跨越时空的精神共鸣。

——在相互尊重基础上巩固友谊。中阿人文交流的独特价值在于平等相待、互学互鉴，这为不同文明和谐共处树立了典范。双方期待在相互尊重的基础上进一步巩固深厚友谊，共同开创合作共赢的广阔前景。

——深化合作打造文明交流典范。中阿文明对话的深度和广度持续拓展。例如，中国考古队在埃及卢克索卡尔纳克神庙区开展孟图神庙遗址发掘，在萨卡拉推进数字化修复工作，推动学术研究、技术与人才培养深度融合；上海博物馆“古埃及文明大展”吸引数百万观众。此外，茶也是中国与世界沟通的桥梁。中国已成为摩洛哥茶叶进口量最大的国家，以茶会友是两国人民共同的文化习俗，有助于加深两国人民之间的理解与情感联结。

——拓展文化合作，开创广阔未来。双方可进一步拓展合作领域，聚焦文物保护、海洋考古、文化遗产联合申报、数字文化产业、青年创新创业等，不断增强民意基础。同时，在数字时代背景下，应加强媒体合作与智库对话，提升话语互信与认知互信，减少误解与偏差。

四、紧密协作，开创全球治理新维度

当前，治理赤字、信任赤字、和平赤字、发展赤字不断加重，需要中阿双方秉持共商共建共享原则，不断优化全球治理。双方可共同倡导平等有序的世界多极化和普惠包容的经济全球化，打造全球治理南南合作样板。

——推动发展战略深度对接。2025年12月，中国外交部长王毅在对阿联酋、沙特、约旦访问后表示，到访的三国和海合会都高度赞赏中国发展取得的巨大成就，看好中国经济，重视中国机遇，期待同中国深化全面合作。三国领导人都十分关注中国“十五五”规划，认同规划建议释放的坚持开放合作、推动互利共赢等强烈信号。中国将继续以稳健的国家政策、稳步的经济增长和稳定的发展预期，为动荡世界提供最宝贵、最稀缺的确定性，为阿拉伯国家发展振兴创造更多可持续的红利。

阿拉伯国家作为全球南方的重要板块，正加快推进经济多元转型，中方将加强“十五五”规划同中东各国发展规划对接，巩固传统务实合作，深化新兴领域合作，拓展未来前沿合作，促进“五大合作格局”建设提质升级，继续做彼此现代化征程上可信赖、可依靠的真朋友、好伙伴。

——构建高质量伙伴关系。中阿关系的核心在于长期积淀的政治互信与相互支持。以中国和摩洛哥的战略伙伴关系为例，2026年是中国与摩洛哥建立战略伙伴关系十周年，两国将“继续共享发展机遇，维护世界和平，推动构建人类命运共同体”，这意味着双方的紧密协作已超越双边范畴，进入全球治理协同的新维度。两国合作的独特性在于“发展战略愿景的战略性趋同”，中国“十五五”规划目标与摩洛哥发展愿景高度契合，这种深层协同为“重大联合项目开辟了广阔前景”。双方合作已进入发展战略协同、产供链双向嵌入、技术标准共研、第三方市场共拓的深度融合期。

——共享中国式现代化机遇。《中华人民共和国国民经济和社会发展第十五个五年规划纲要》提出，“坚持开放合作、互利共赢，稳步扩大制度型开放，建设更高水平开放型经济新体制，推动共建‘一带一路’高质量发展，拓展国际循环，以开放促改革促发展，倡导平等有序的世界多极化、普惠包容的经济全球化，与世界各国共享机遇、共同发展”。中国的发展从来不是靠搞封闭排他的“小圈子”，而是通过扩大高水平对外开放，与世界各国共享机遇。在“五大合作格局”引领下，中阿将不断深化政治互信，加强政策对接，推动各领域务实合作提质升级，共享中国式现代化机遇，携手推进各自现代化事业，双方合作前景广阔、大有可为。

结语

中国和阿拉伯国家关系源远流长。沿着陆海丝绸之路跨越东西、纵贯千年，中阿在舟车往来中积累了互利共赢的深厚基础，也在文明互鉴中留下彼此启迪的印记。

首届中国—阿拉伯国家峰会以来，中阿双方坚持从战略高度和长远角度看待彼此关系，各领域合作取得一系列标志性、突破性成果，中阿关系在机制建设、合作广度与实践深度上取得巨大进展。

站在新的历史起点，面对充满变数与挑战的国际局势，中国将始终做阿拉伯国家值得信赖的朋友和伙伴，坚定站在阿拉伯国家正义事业一边。展望未来，中阿将继续深化政治互信，促进互利合作，增进人文交流，在各自现代化道路上携手前行，推动中阿命运共同体建设不断迈向更高水平，为世界带来更多确定性与正能量，也为推动构建人类命运共同体贡献更大力量。

The Global South Media and Think Tank Forum Chinese-Arab Partnership Conference opened Tuesday at the headquarters of the League of Arab States in the Egyptian capital of Cairo.

The two-day event, under the theme "Pooling Wisdom, Embarking on a New Journey: Jointly Building a China-Arab Community with a Shared Future," gathers about 250 representatives from around 110 media outlets, think tanks, government institutions, enterprises from China and Arab countries, as well as from international and regional organizations.

In his opening remarks, Ahmed Aboul Gheit, secretary-general of the League of Arab States, said that countries of the Global South are facing a wide range of challenges. The Global Governance Initiative proposed by Chinese President Xi Jinping, he noted, has opened up broad prospects for promoting the democratization of international relations, narrowing the North-South divide, resolving global crises through peaceful means, and building a better future together.

Arab and Chinese media outlets and think tanks urgently need to strengthen cooperation, build consensus, foster strong bonds between the Arab and Chinese peoples, and promote a more just and equitable international order, he stressed.

Holding the Global South Media and Think Tank Forum Chinese-Arab Partnership Conference at the headquarters of the League of Arab States carries important significance, Gheit said, noting that it will promote experience-sharing between Arab and Chinese media outlets and think tanks, open up broader prospects for cooperation, deepen exchanges and mutual learning in ideas and civilizations between the two countries, and make Arab-China media and think tanks an important pillar in strengthening Arab-China friendship.

President of Xinhua News Agency Fu Hua, for his part, said that under the strategic guidance of President Xi and the leaders of Arab states, China-Arab relations have entered their best period in history: strategic mutual trust has been steadily deepened, cooperation across multiple fields has continued to expand, and people-to-people and cultural exchanges have yielded fruitful results.

Media and think tanks play a vital role in China-Arab friendship and cooperation by amplifying voices, contributing intellectual insight, and connecting hearts, Fu said, stressing that Xinhua will continue to promote and explain in depth the idea of a community with a shared future for mankind and the four major global initiatives proposed by President Xi, fully showcase the vivid practice of China and Arab countries walking hand in hand and engaging in pragmatic cooperation, further improve and strengthen cooperation mechanisms between Chinese and Arab media and think tanks, promote closer exchanges through more practical measures, advance exchanges and mutual learning between civilizations and closer people-to-people ties, and contribute media and think-tank strength to building a China-Arab community with a shared future in the new era.

In his address, Chinese Ambassador to Egypt Liao Liqiang said that 10 years ago, President Xi visited the headquarters of the League of Arab States and delivered an important speech in this very hall, offering China's answer to the "Middle East question," stressing that recalling it today makes it all the more instructive.

Not long ago, President Xi put forward a four-point proposal on safeguarding and promoting peace and stability in the Middle East, which has received broad support and a positive response from the international community, Liao added.

The League of Arab States is an important platform for Arab countries to strengthen solidarity and self-reliance, he said, noting China-Arab relations have a long and enduring history, and this year marks the 70th anniversary of the establishment of diplomatic relations between China and Arab states.

The Chinese ambassador expressed his belief that the forum will further promote the exchange of governance experience between China and Arab countries and deepen their traditional friendship and people-to-people bonds. The Chinese side, he said, stands ready to work with Arab friends to carry forward the spirit of China-Arab friendship and stride forward on the bright path toward building a higher-level China-Arab community with a shared future.

Fu presented Gheit with the Arabic edition of the book China's Governance Under Xi Jinping's Leadership. The opening ceremony also featured a China-Arab art exhibition titled "Art Integration: Across Millennia, the Silk Road Culture Endures," as well as a certificate-awarding ceremony honoring outstanding contributions by Global South joint communication partners.

The conference is co-hosted by Xinhua and the League of Arab States. The report was issued during a forum on exchanges and mutual learning among civilizations to mark the 20th anniversary of the China-Greece comprehensive strategic partnership.

In a shopping mall in the central Chinese city of Zhengzhou, a bookstore has introduced five small theaters that stage scenes from classic books as immersive performances, turning what was once a quiet retail space into a cultural venue.

In Wuhan, central China's Hubei Province, a bookstore has developed a circular reading model through an online mini-program, allowing readers to resell books after finishing them while receiving recommendations based on their reading habits.

Puhe has also embraced artificial intelligence (AI), hosting workshops that teach readers how to turn passages from classic literature into visual posters.

"AI has not replaced reading," Wang said. "Instead, it has become a powerful tool for broadening cultural reach."

Across the sector, such efforts reflect a broader rethinking of the services that bookstores try to provide.

Physical bookstores remain irreplaceable as cultural and social spaces, where readers seek not only books, but spiritual resonance and a sense of belonging, said Zhao Jianying, a professor at the University of Chinese Academy of Social Sciences.

He added that digital reading and physical reading serve different functions and are complementary rather than substitutes. "Digital reading solves the problem of access, while physical bookstores and print reading enable deeper engagement," he said.

That shift is also seeing strong policy support. A regulation on promoting nationwide reading, which took effect in February, encourages brick-and-mortar bookstores to improve reading conditions and carry out reading activities, while strengthening their role in providing public reading services.

This year's government work report for the first time calls for supporting the development of physical bookstores. At the same time, local governments have introduced measures such as rent reductions and integration into public cultural systems.

Zhang Xiao, an industry observer based in Zhejiang Province, said the core competitiveness of brick-and-mortar bookstores lies in combining quality content with improved operational efficiency.

AI technology helps address high labour costs and low service efficiency, Zhang said, adding that the sector is expected to encourage bookstores across the country to share resources and work more closely through technology, in an effort to explore more sustainable business models.

China is home to about 120,000 brick-and-mortar bookstores. Against this backdrop, some long-standing bookstores are beginning to return.

In the eastern Chinese city of Fuzhou, Xiaofeng Bookstore on Guping Road, which had been closed for eight years, recently switched its lights back on. Today, readers can not only read books and enjoy tea here but also participate in activities such as book club meetings and cultural salons.

Zhang Lianwang, who is involved in the reopening project, noted that while maintaining its own editorial focus, Xiaofeng aims to offer more personalized content and more convenient digital services, opening up greater possibilities for physical bookstores.

For many Chinese readers, the inaugural "reading week," designated for the fourth week of April, has become a moment to pick up a book, in print or digital form, and set personal reading goals for the year ahead. Across the country, book fairs, sales promotions, author-reader meetups and neighborhood reading events are drawing crowds, turning the initiative into a nationwide celebration of reading.

"Extending reading promotion from one day to a full week is not merely a matter of time, but an institutional upgrade of the national reading strategy," said Feng Shixin, president of the Chinese Academy of Press and Publication.

This policy push comes as reading indicators across the country continue to improve.

Between 2012 and 2024, China's adult reading rate rose from 76.3 percent to 82.1 percent. By 2025, it had edged up further to 82.3 percent.

Much of this growth is being driven by digital reading and a diverse range of reading events. Together, they are fueling a genuine reading renaissance.

On a crowded Beijing subway carriage at rush hour, heads are tilted downward toward glowing screens, while buds for listening are nestled in many ears. Some are scrolling, some are tapping, but a growing number are reading or listening to books. This is digital reading at work: it fits perfectly into fragmented time -- commutes, waiting lines, the lull before sleep.

Data show that some 80.8 percent of adults now read digitally, whether through e-books, online literature or audiobooks. By the end of 2025, China's digital reading user base had reached 689 million.

Behind this massive digital readership lies a supply-side boom. China's digital titles have surpassed 70 million, putting an ocean of content at readers' fingertips.

What has changed is not just the sheer volume, but how it reaches readers. From web novels and paid knowledge to audiobooks and short video summaries, digital offerings have become not only vast, but are everywhere. In a sense, readers no longer go hunting for books. Instead, content finds them. And this shift, observers say, has pushed up reading rates noticeably.

Online literature, a favorite among Chinese readers, has improved in quality. Once dismissed as amateur writing, it has now earned its place in what insiders call mainstream literature, with multiple works shortlisted for national literary awards, attracting an ever-growing audience.

China on Thursday announced new measures to evaluate and assess the performance of local governments in terms of carbon peaking and neutrality efforts as the nation seeks to accelerate a comprehensive green transition in economic and social development.

The new measures, contained in a document jointly issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council recently, aim to accelerate the establishment of a dual-control system for both the total amount and intensity of carbon emissions. They also aim to guide local Party committees and governments in adopting a sound approach to performance assessment, while ensuring accountability for meeting carbon reduction targets.

According to the measures, during the 15th Five-Year Plan period (2026-2030), the National Development and Reform Commission (NDRC), together with relevant departments, will formulate a carbon peaking action plan. The plan is intended to achieve the targets of reducing carbon emission intensity by more than 65 percent from 2005 levels, increasing the share of non-fossil energy consumption to 25 percent, and peaking both coal and oil consumption by 2030.

The measures also call for continued control on coal power capacity and generation, and for newly added clean energy to gradually cover the growth in electricity consumption.

The assessment system consists of control indicators and supporting indicators. Control indicators examine total carbon emissions, carbon intensity reduction, total coal consumption, total oil consumption, and the share of non-fossil energy consumption. Supporting indicators, by focusing on the fields of energy efficiency, industries, urban-rural development, transport, public institutions, and carbon emissions trading, will look at local regions' efforts that support carbon peaking and neutrality goals.

Provincial-level Party committees and governments are required to draft their own carbon peaking action plans during the 15th Five-Year Plan period, setting five-year and annual targets and measures consistent with national objectives.

Under the measures, local governments that meet all their control and supporting indicators will be rated "excellent." Those that fail to meet one or more control indicators, or three or more supporting indicators will be rated "unqualified." All remaining local governments will be rated "qualified."

The assessment results will serve as a key reference for the evaluation, appointment and supervision of provincial Party and government leadership teams and officials. Corrective measures and timelines are also required to be drawn up in regions that fail to qualify in meeting the assessment criteria.

According to the document, starting from the 16th Five-Year Plan period (2031-2035), the NDRC will also lead the formulation of national carbon emission control action plans in the first year of each five-year planning cycle, and local regions will issue corresponding plans to progressively achieve carbon neutrality.

China has set the dual carbon goals of peaking carbon dioxide emissions before 2030 and achieving carbon neutrality before 2060.

Systematic scheme: How recent moves expose Japan's neo-militarist agenda

Step by step, move by move, Japan is quietly but proactively dismantling the postwar architecture that has kept it anchored as a pacifist nation for nearly 80 years.

In about a month, a cascade of provocative, tightly coordinated actions -- from honoring war criminals and lifting bans on lethal weapons to deploying offensive missiles and projecting military power abroad -- has laid bare a deliberate, systematic agenda: to rearm without restraint, rewrite history without accountability, and reposition itself as an openly offensive military power.

The pattern is no accident and sounds alarming. It appears to be a carefully crafted blueprint for neo-militarism, putting regional and global peace at increasing risk.

LEGAL EROSION

Article 9 of Japan's constitution, which renounces war and bans "war potential," has long been a legal pillar of the post-World War II order. Now it is under sustained attack.

Earlier this month, Japanese Prime Minister Sanae Takaichi, in her first address as party president at the Liberal Democratic Party's national convention, declared that "the time has come" to reform the constitution, saying that "we would like to hold next year's convention with a proposal for a constitutional amendment in sight."

Policy changes are outpacing formal amendments. Passed this week, the new defense equipment rules allow Japan to export lethal weapons without prior Diet approval, tearing down a longstanding firewall against Japan becoming a major arms exporter.

Just days later, Japan's House of Representatives passed a bill to establish a national intelligence committee, aiming to centralize the country's intelligence capabilities under one council.

The Japanese government has reportedly begun considering the nationalization of manufacturing facilities such as defense equipment factories, which is expected to be one of the key topics when Japan moves to revise its three security documents later this year.

The Takaichi administration's attempt to revise the constitution has drawn rounds of protests at home. About 36,000 Japanese people gathered around the parliament building in Tokyo on Sunday to call for the protection of Article 9. It was the second such protest to draw about 30,000 people since April 8.

MILITARY BUILDUP

Japan's military buildup has entered a sharply more aggressive phase.

The country has expanded its defense budget for 14 consecutive years, with its spending plan for fiscal 2026 surpassing 9 trillion yen (about 56.31 billion U.S. dollars), an all-time high. Funding is channeled explicitly into standoff counterattack capabilities, missile stockpiles, unmanned systems, air and missile defense, and defense industrial capacity.

Recently, long-range missiles with counterstrike capabilities have been brought into service for the first time at two Ground Self-Defense Force bases in the country. The upgraded Type 12 land-to-ship guided missile boasts an operational range far exceeding Japan's territorial boundaries.

The Japan Self-Defense Forces (SDF) is also undergoing a sweeping reorganization, including what Japan calls the "largest-ever reorganization" of the Maritime Self-Defense Force, along with an expansion of operations in the cognitive domain and the enlargement of the Space Operations Group.

Japan is also rapidly turning expanded military muscle into regional power projection. This week, Japan sent some 1,400 personnel, its largest-ever contingent, to the annual joint military drills conducted by the Philippines and the United States, marking the first time the Japan SDF has fully participated in the exercises.

Hiroshi Shiratori, a professor with Japan's Hosei University, said that the reorganization of the SDF and deployment of long-range missiles will further strengthen offensive capabilities and intensify regional tensions.

IDEOLOGICAL ENGINEERING

Underpinning the military push is a continuous campaign to reshape historical memory.

This week, Takaichi made two consecutive offerings to the notorious Yasukuni Shrine, a symbol of Japanese militarism and wartime aggression that enshrines World War II Class-A war criminals. More than 100 Japanese lawmakers paid group visits.

More insidiously, in the latest batch of high school textbooks authorized by Japan's education ministry for use from the 2027 academic year, certain history textbooks once again appear to downplay, deny, or even glorify the country's history of wartime aggression, as part of efforts to systematically erase public memory of war crimes and legitimize a nationalist, unrepentant worldview.

Meanwhile, it's easy to find Japanese media posting narratives hyping "external threats" and stoking public hostility toward neighboring countries, as Japan's ruling authorities seek to manipulate public opinion by framing a narrative of confrontation, and to carry out ideological mobilization to pave the way for constitutional revision and military expansion, according to observers.

Nurturing militarist ideology leads to rising extremist sentiments. On March 24, an active-duty SDF officer broke into the Chinese embassy in Tokyo with a knife. The National Defense Academy in Japan reportedly has an annual practice of paying group visits to the Yasukuni war shrine, and their textbooks are filled with content distorting and whitewashing Japan's history of aggression during WWII.

The year 2026 marks the 80th anniversary of the beginning of the Tokyo trials, which found Japanese militarism and militarists guilty of launching and executing the war of aggression and related crimes.

"Today, 80 years later, Japanese neo-militarism is rearing its ugly head and gaining strength, threatening to cast a shadow on world peace and security," Chinese foreign ministry spokesperson Guo Jiakun told a press conference on Wednesday.

"The international community must respond resolutely to prevent any possible resurgence of Japanese militarism," Guo added.
